Bruce D. Reinoso, Esq.    

   Bruce D. Reinoso is Senior Counsel in the Family Wealth & Estate Planning Department. He concentrates his practice in the areas of estate planning and elder law. He counsels and advises clients regarding estate and long term care planning, Wills, Trusts, Real Estate transfers, Powers of Attorney, Health Care Proxies, Living Wills, Guardians, long term care insurance, Medicare, Medicaid, employer and retiree group health benefit plans and other health insurance.

Mr. Reinoso works with clients and their financial advisers to develop personalized plans integrating lifetime conservation and management of resources, deployment of retirement and deferred compensation assets, orderly wealth transfer to heirs and estate tax planning. He also helps clients protect their interests when disputes arise and find solutions when there was too little planning too late.

He serves as one of the trust managers for the Western New York Pooled Supplemental Needs Trusts. Mr. Reinoso was one of the principal drafters of the pooled trust agreements established by People, Inc. and Center for Elder Law & Justice. Mr. Reinoso regularly presents educational programs regarding estate planning and elder law to state and local professionals and their clients.        

Denise Bienko, AVP 

    Denise Paszkiewicz is vice president at People Inc., Western New York's leading non-profit human services agency. With an operating budget of $143 million and 3,500 employees, People Inc. has assisted individuals to achieve greater degrees of independence and productivity since 1971.

    As vice president, Denise is responsible for overseeing corporate governance affairs, grants, long range planning, marketing, government relations, and family advisory functions. She also serves as executive director of the People Inc. Foundation. Denise joined People Inc. more than 20 years ago as an administrative coordinator and rose through the ranks to become vice president in 2014.

    Active in the local community, Denise serves on the boards of Leadership Buffalo (2003 graduate) and the Museum of disABILITY History, and formerly served on the boards of Meals on Wheels Western New York and the Western New York Planned Giving Consortium. She is a trustee of the WNY Coalition of Pooled Trusts, advocate and appointed public official for New York State Surrogate Decision-Making Panel, founder of the International Policy Governance Symposium series and a founding board member of the International Policy Governance Association. She also serves on the Susan G. Komen Foundation’s Marketing Committee, is active with of the Association of Fundraising Professionals of Western New York, and serves as an ambassador for the Arthritis Foundation.

    Denise received a master’s degree in professional leadership from St. Bonaventure University and a bachelor’s degree in organizational management from Houghton College. She is a charter graduate of the Policy Governance Academy in Atlanta and holds certificates in fundraising from Canisius College and planned giving from Indiana University’s School of Philanthropy. Denise is co-author of the Policy Governance Fieldbook and was selected as a reviewer for governance-related content for Jossey Bass Publishing’s non-profit division.

David J. Starkey, Esq.

    Graduate of the State University of New York at Buffalo School of Law.  Former staff attorney with Center for Elder Law & Justice.  Board member and Board Secretary of Center for Elder Law & Justice.  Associate with the Law Office of Patricia A. George.  

David E. Hall, Esq.

    David E Hall retired as a partner from Hodgson Russ law firm after over 30 years of practice. While at the firm David focused on representing employers in connection with labor relations and employment matters. He regularly appeared before the National Labor Relations Board and other state and federal agencies.  He negotiated collective bargaining agreements and represented clients at arbitration proceedings. He served as Practice Group Leader of the firm's Labor and Employment Practice Group.
    Mr. Hall is a former member and Chair of the Board of Directors of the Niagara Frontier Radio Reading Service, and served on the Acute Care Board of the Catholic Health System where he continues to serve on volunteer committees. He is a former member of the People Inc. Foundation Board and currently serves on the Board of Directors of People Inc. He regularly serves on that agency's Incident Review Committee. He also volunteers in various capacities with The Nicaraguan Mission Project, the St. Vincent de Paul Society and St. Mary's of Swormville Catholic Church. He is a past President of the  Industrial Relations Research Association of Western New York.
    David graduated from Lemoyne College with a Bachelor's Degree in Industrial Relations, magna cum laude, and received his Law Degree from Georgetown University Law center where he was an Editor of the Georgetown Law Journal. He is a member of Alpha Sigma Nu, the National Jesuit Honor Society.
    Following law school he served on active duty as an officer in the United States Air Force and is a Vietnam Era veteran.
